is seeking exceptional government consultants
to help grow their successful Scottish government
practice. Candidates should have a good degree
and have worked for a major consultancy or outsourcer
and have a good knowledge of the government sector.
The Government and Public Sector practice at
our company has been helping government and public

The Public Sector Performance Improvement Consulting
Practice based in Scotland is looking to recruit
a number of Procurement Consultants to join
an already successful team to deliver client
advice and implementation support to the Scottish
Public Sector. Excellent opportunities exist
at various levels for individuals who are genuinely
interested in expanding their horizons and
wish to work in a challenging and leading edge
environment.
Individuals should be able to demonstrate an
outstanding delivery track record of success
within public sector engagements, ideally within
the Scottish NHS, Local and Central Government
Sectors and Agencies.
Requirements
Successful candidates will need to demonstrate
a proven track record in some or all of the following:
Skills / Experience
Development of procurement vision and strategy
Strategic sourcing Delivering a procurement improvement
programme with successful outcomes eAuctions
Purchase to pay process Supplier Management Collaborative
procurement Contract tendering and contract management
Delivery of e-procurement solutions Procurement
policy and procedures development Transition
management from the previous to the new Business
case development Procurement benefit realisation
management
As well as technical knowledge and experience,
you must be able to demonstrate exceptional interpersonal
skills, commercial acumen and ability to thrive
in a team environment.
General Consulting Skills
The capacity or ability to lead clients and colleagues
whilst exemplifying quality standards and being
an ambassador for the company Developing long
term relationships with clients Has a flexible
outlook and is creative to originate ideas Ability
to advise and interact with all levels of client
management and staff Excellent business analysis
and design skills Excellent oral communication,
written communication and negotiation skills
Coaching and developing staff Understanding our
clients business and showing strong commercial
acumen Presentation, facilitation, process mapping
and business modelling Negotiation
CIPS qualification would be desirable.

Responsibilities
Successful candidates will need to demonstrate
experience or aptitude in some or all of the
following areas:
Delivers projects and consulting solutions to
the Scottish Public Sector on time, to budget
and exceeds client expectation Understands client
need, qualifies the opportunity, advises and
shapes the proposed solution and either manages
or supports the pursuit process through to winning
the work Develops and manages long term relationships
at senior levels with the client Service line
development Creates and contributes to thought
leadership through deep understanding of drivers
for change in Public Sector e.g. Efficient Government
or Service Improvement Manages quality of the
delivery of the solution to ensure it exceeds
client expectations Leverages the wider company
organisation to bring full range of best advice
to the client
The Individual
Individuals will ideally have a public sector
consulting background and be active in the Scottish
NHS, Local or Central Government business community
with a good range of contacts Previous experience
of delivering consultancy and implementation
support services to the Public Sector Demonstrate
ability to gain trusted advisor status with clients
and develop relationships into longer term partnerships
and large scale assignments Have worked up to
senior management level or equivalent, in NHS,
Local or Central Government Have good understanding
of Scottish Government, Efficient/Modernising
Government and Public Sector drivers for change
and current political direction Awareness of
the technology issues which arise from current
issues impacting on the Public Sector Experience
in the Scottish Financial Services and Energy
and Utilities sectors would also be valued
Ideal candidates will have a career track record
which includes working in a well respected Private
Sector, Consulting or IT services organisation
and ideally have advisory experience with the
public sector for a minimum of 2 years.
